The problem

A resident reports a pothole, a broken streetlight, a missed collection - and then nothing. No confirmation, no status, no closure. The request vanishes into a black hole, trust erodes, and the same complaint gets filed five more times. Meanwhile leadership has no real picture of what is breaking, where, or how fast it is being fixed - and the legacy 311 tools that exist are expensive, English-only, and never close the loop.
